制度ロジック観点での鉄道イノベーションの分析
-自動列車停止装置から自動運転への展開に関する一考察-

本研究は、鉄道産業における自動列車停止装置(ATS)を基盤とした自動列車運転(ATO)の発展を、制度ロジック多元性という観点から分析する。具体的には、九州旅客鉄道(JR九州)が世界に先駆けてGOA2.5自動運転システムを導入した経緯を、新制度組織論の枠組みを用いて検証する。鉄道産業は、経済性を優先する事業ロジック、事故防止を重視する安全ロジック、法令遵守を担保する規制ロジックなど、複数の制度ロジックが交差する領域で事業を展開している。本研究は、JR九州がATSを基盤としたシステムを活用し、安全性と費用対効果のバランスを取りながら、自動運転を促進するための規制改革をどのように推進したかを明らかにする。分析は、制度ロジックの変化がイノベーションを促し、最終的にはマクロレベルの制度環境に影響を与える可能性があることを明らかにする。本研究は、制度ロジック観点から鉄道事業におけるイノベーションプロセスの理解に貢献するとともに、他の規制産業への示唆も提供する。
