組織とは一体何か?　その問いに答える形で、20世紀に発展・形成されてきた組織論を整理する。Barnardは、人間の集団が烏合の衆ではなく、組織に見えるのは、共通の目的をもったメンバーが合目的的に動いているからだと考えた。それを発展させたSimonは、目的の階段を上から一段一段下りて目的を順次、行動・実施に移していく限りは合目的的で、合目的的な決定をすることが合理的だと説いた。しかし同時に目的の階段は不完全で、時々矛盾しているとも指摘した。それに代わるものとしてテクノロジーを考えたThompsonは、合目的的組織であるならば、そのコアは一つあるいはそれ以上のテクノロジーからなっているはずだと考えた。Weickはこのテクノロジーの形成プロセスを組織化のプロセスとして描き出す。人々は最初、多様な目的をもったまま、共通手段として相互連結行動サイクルを繰り返すようになる。サイクルが安定していれば、多様な目的をもった者が利用できることで、より大きなモジュールに組み立てられ、次第に共通の目的へとシフトする。
