イノベーション障壁の構造的理解
先行研究の限界を架橋する「四層モデル」の概念的提案

イノベーションの採用と実装を阻む障壁は、これまで様々な分析レベルで研究されてきた。しかし、既存のイノベーション障壁研究は、個人、組織、制度といった固有の分析レベルの精緻化に留まり、レベル間をまたぐ障壁の連鎖や持続メカニズムを統合的に説明する枠組みを欠いたままここに至っている。
本稿は、レビュー論文の体を成した概念論文として、海外の先行研究群を「採用促進・改善」「中間・混在型」「抵抗・障壁」の3つのアプローチに分類し、その蓄積と限界を特定する。その上で、これらの空白を架橋する新たな概念的枠組みとして、制度・文化・実装・個からなる「四層モデル」を提案する。
本モデルは、社会技術システムの移行を捉えるGeelsの多層的視点論(Multi-Level Perspective: MLP)の枠組みを構造基盤とし、そこにMitieka et al.が実証した障壁の階層的な波及構造を動態メカニズムとして適用、最下層にミクロな防衛反応を扱うRam and Shethのイノベーション抵抗理論(IRT)を着想的に接合して構築した。これにより、本モデルは各層の障壁が独立して存在するのではなく、マクロな制度的欠陥が中間管理職層の「翻訳機能の不全」を経て、最終的に個人の合理的な抵抗へと上層から下層へ波及し、相互強化的に持続する「層間連鎖」のメカニズムを説明する。
本稿は、近年日本企業において顕著な「デジタル技術は導入されても組織変革に至らない」というデジタルトランスフォーメーション(DX)の停滞現象を代表的な事象例として引き合いに出しつつ、イノベーション推進側が陥りがちなプロ・イノベーション・バイアスを退ける立場に立つ。そして、一見すると現場で発生する摩擦に見えるこの停滞が、実は複数の層が連鎖する「構造的問題」であることを解き明かし、価値共破壊(VCD)といった致命的リスクを回避しながら、組織デザインを通じた実効的な障壁突破のロードマップを描くための理論的視座を提案する。
