起業家エコシステム概念の再定位
ミクロ的基盤での実践と制度秩序をつなぐメゾレベルの視座

本稿は、起業家エコシステム(entrepreneurial ecosystem: EE)概念を、産業集積、産業地区、地域クラスター研究との関係を再検討することによって再定位するものである。EE概念は、政策的言説および学術的言説の双方において急速に普及してきたが、その中核的構成要素の多くは既存の地域発展研究と重なっており、理論的新規性はなお曖昧である。本稿は、EEをこれらの研究伝統から切り離された概念としてではなく、地域における起業家的実践、資源結合、制度的秩序の形成を検討するための発展的視角として理解すべきであると論じる。さらに本稿は、EE研究における中心的な説明上の困難として、都市・地域・産業といったマクロレベルの分析単位と、起業家・投資家・支援者・大学・公的機関といったミクロレベルの観察単位とのあいだに存在するズレを指摘する。このズレを乗り越えるために、本稿は、支援組織、大学、地方自治体、投資家、専門職、オーケストレーターによって担われる翻訳、調整、交渉、正統化の実践に焦点を当てるメゾレベルの視座を提示する。この視座からすれば、EEのガバナンスは静的な支援インフラではなく、異質な制度的論理を接続し、意味と資源の結合を可能にする動的な制度的実践である。
