グリーン・トランジションの門番は誰か?

日本の気候・エネルギー外交とブラジル・メキシコにおける権力再編

抄録

グリーン・トランジションが誓約から具体化へと移行するなかで、政治的権力はどこに位置づけられるのか。本稿は、その権力が今後、受容国側チャネルを通じてますます作動するようになると論じる。受容国側チャネルとは、国際的な気候・エネルギー協力が資金調達可能で、かつ正統性を備えた案件へと転換されるかどうかを左右する制度的経路である。

ゲートキーピングはすでに現在にも存在している。しかし、その働きはなお限定的で、不均等であり、しばしばプロジェクト単位の手続、系統接続、オフテイク契約、セーフガード、バンカビリティ、関係機関間の調整といった実務的過程のなかに埋め込まれている。今後、これらはグリーン・トランジションを進めるうえで反復的なボトルネックとなる可能性が高い。

本稿は、日本の気候・エネルギー外交をブラジルとメキシコにおいて比較することで、類似した外交的設計が、受容国側において異なる初期形態の転換権力を生み出していることを示す。ブラジルでは、複数的で交渉可能なチャネルが、プラットフォーム型の案件化権力へとつながっている。これに対してメキシコでは、国有企業を中心とする規制・インフラ上のゲートが、選別型の権力を形成している。したがって本稿は、二つの事例を最終的な帰結としてではなく、グリーン・トランジションにおける将来の権力がどこに蓄積していくのかを示す初期的指標として位置づける。
