実践民主主義としてのオープンガバナンス

今日、透明性・参加・協働を通じて公共的意思決定とその実施を改善しようとする試みは、グローバルな政府改革の潮流として オープンガバメント と称され、広く共有されている。しかし、その多くはなお、政府の透明化、説明責任の強化、市民参加の促進といった、政府をオープン化する改革の枠組みにとどまっている。これに対して、本稿でいう オープンガバナンス は、それとは質的に異なる。そこでは、行政だけでなく、市民、企業、NPO、教育・医療・福祉などの機関、地域社会を構成する多様な主体が、地域課題についてともに考え、ともに担い、ともに行動する関係への転換が求められる。したがって、問題は単なる行政側から見た制度設計――プラットフォーム、プロセス、インセンティブ構造――に尽きるものではない。参加の営みが真に変革的なものとなるか、それとも手続的参加にとどまるかを分けるのは、その根底にある人間観・公共観、そして関係性の理解である。
本稿は、持続可能な オープンガバナンス には、明示的な存在論的・倫理的基盤づけが必要であると論じる。著者が構想する『生きる根源の哲学——三軸三層構造の試み』（仮題）に基づき、空の哲学（西谷啓治）、過程哲学（ホワイトヘッド）、対話の哲学（ブーバー）、ケアの倫理（メイヤロフ）、公共圏理論（アーレント）、精神の生態学（ベイトソン）、コンヴィヴィアル思想（イリイチ）、実践知の哲学（アリストテレス）、悪人正機説（親鸞）などが示す洞察を参照しつつ、それらを統合的に再構成する。そのうえで、「実践民主主義」の具体的ガバナンスモデルである地域アゴラ（対話と実践の場）と、それを土台として立ち上がるオープンガバナンスを基礎づける哲学的枠組みを提示する。
この哲学は、人間が世界に関わる基本的な知的営為を、エロス（生きたい・つながりたい・創りたいという希求）、オントス（ここにこのように在ることをめぐる問い）、ロゴス（言語・芸術・科学・技術・制度を含む広い意味での表現の力）の三軸として捉える。そして、この三軸からなる基底層と、具体的な関係や出来事が立ち上がる生成層、それらを感覚や情動、雰囲気として受けとめる感受層とが、相互に貫通しながら共に生起する三層構造を構想する。その根源には、PriChaos（あらゆる形態と関係性の可能性を潜在的に秘めた生成的根源）が置かれる。
次いで本稿は、ここで提示する哲学的枠組みを、対話深化の実践モデルである TALK→TRUST→ALIGN→ACT として展開し、これに基づいて育まれる地域アゴラが、チャレンジ!!オープンガバナンス（COG）へと自然につながりうる土壌を形成することを示す。
さらに本稿は、この哲学の観点から、現代の切実な技術的・社会的問題である生成AIの可能性と限界を論じる。生成AIは、ロゴス軸において人間を凌駕する側面を急速に拡大している。しかしAIは、エロスやオントスを自ら生きているわけではなく、ロゴスでは言い尽くせない余白、すなわちまだ形にならない生成の可能性を感受することも、そこからPriChaosへと開かれることもない。したがって、AIが回路1、すなわち役割・責任・制度に基づく作動を高度に効率化すればするほど、生身の自分の言葉で語り合い、エロス・オントス・ロゴスを統合的に働かせる回路2の重要性は、減るのではなく、むしろ増していく。地域アゴラは、このことを実践において確かめる場であり、AI時代における人間性を守り育てる場の一つともなりうる。
本稿が目指すのは、こうした哲学的基盤を、人びとの日常感覚に違和感なく受け入れられる実践の作法へと翻訳すること——「思想から作法へ」の営為である。
