自治体のシンボル鳥にみる自然観の変遷
選定理由・選定主体・価値類型の全国分析

本研究は、日本の基礎自治体が定めるシンボル鳥を対象に、その選定理由、制定年代による変化、選定過程との関係を全国規模で分析した。IPBES の自然価値類型と、Tsuzuki et al. (2025) による市の花研究の枠組みを基礎としつつ、本研究では鳥の選定理由に即して4つの上位コードを9つの下位コードへ細分化した。これにより、自治体が鳥をどのような理由で地域の象徴として位置づけているのかを、より精密に把握することができた。 本研究の主要な発見は、第一に、自治体のシンボルとなった鳥では「生態的存在」が最も重要な選定理由であったことである。選定理由が確認できた536件のうち、I-e は347件、64.7%を占め、すべての下位コードの中で最も高かった。自治体のシンボルとなった鳥は、観光資源や地域振興の手段としてよりも、その地域に生息する、繁殖する、飛来する、観察されるといった存在そのものによって象徴化されやすかった。この点は、市の花において地域振興や観光などの手段的価値が重要であった先行研究とは対照的であり、自治体シンボルにおける価値づけが、生物群の特性によって異なることを示している。 第二に、自治体のシンボルとなった鳥の意味づけは、時代とともに多面的になっていた。制定年と選定理由の両方が確認できた468件のうち、年代別比較に用いた466件では、1960年代から2020年代にかけて、I は33.3%から81.8%へ、R+ は55.6%から81.8%へ、N は0.0%から63.6%へ増加した。一方、R− は77.8%から36.4%へ低下した。また、1件あたりの平均選定理由数も、1960年代の2.00から2020年代の3.27へ増加した。これは、近年のシンボル鳥が、単なる美しさや抽象的象徴性だけでなく、地域の自然環境、住民の生活経験、保全、環境教育、地域振興など、複数の文脈を担う存在として説明されるようになっていることを示す。 第三に、選定過程の違いは、選定理由の違いと対応する可能性が示された。選定理由が確認できた 536 件のうち、選定主体が判明した 516 件についてみると、住民参加型は168件、行政決定型は325件、委員会決定型は23件であった。全体としては、生態的存在が主要な選定理由であった。一方、選定主体別にみると、住民参加型では住民に日常的に親しまれていることが相対的に重視される傾向があった。行政決定型では、美しさや希望・平和・飛躍といった一般的な象徴性が重視される傾向があった。委員会決定型では、母数は小さいものの、保全や環境教育に関わる理由が相対的に高い可能性が示された。したが って、シンボル鳥の価値づけは、鳥種の生態的・文化的属性だけでなく、選定に関わる主体や制度的手続きによっても形成されると考えられる。 以上の結果は、自治体のシンボルとなった鳥が、地域社会における自然観や人と鳥との関係性を読み解くための有効な資料であることを示している。自治体のシンボルとなった鳥は、単なる地域の飾りではなく、地域がどのような生物を身近な存在、誇るべき存在、守るべき存在、あるいは未来を託す存在として認識してきたかを示す制度的表現である。今後、鳥種の生態、地域特性、自治体規模、地理的条件、選定されなかった鳥との比較を進めることで、自治体シンボルを通じた生物文化多様性の理解はさらに深まるだろう。
