ReportingOSとしてのAI行動ライセンス: 高リスクAIシステムのための形式的ガバナンス・アーキテクチャ

高リスクAIシステムの導入後監督には、報告義務と規制判断を継続的かつ体系的に接続する運用構造が求められる。本稿は、状態遷移モデルと形式定義を用いて、報告・ライセンス連携を閉ループ型の制度プロセスとして整理するガバナンス層オペレーティングシステム「ReportingOS」を提案する。ReportingOSは、報告事象を観測入力、ライセンス条件を制度的出力、システム状態を法的に意味を持つ運用条件として位置づけることで、判断権限を集中させることなく、適応的かつ説明可能な事後的監督を可能にする。本研究は、既存のAI規制枠組みを補完する運用基盤の形式化を目的とする。
