航空管制業務の分担の在り方について

2024年1月に、羽田空港(東京国際空港)の滑走路上で、航空機同士の衝突事故が発生した。事故直後から、国土交通省は、航空管制官、パイロット、及び航空事業者等に対して指示を徹底し、監視体制の強化などの対策を打ち出した。本稿で取り上げる航空管制業務についても、2025年度から「離着陸調整担当」が新設されることになった。この業務分担の見直しは、海外の空港における対策を参考にしたものである。しかしながら、この「離着陸調整担当」の新設に関しては、反対意見もある。そこで、本稿では、組織事故研究であるノーマル・アクシデント理論と高信頼性理論の観点から、航空管制業務を分析し、航空管制業務の分担のあり方について、考察を行う。結論として、本稿では、(1)「離着陸調整担当」の新設は、十分な対応策ではないこと、(2)「離着陸調整担当」の新設よりも、「監視支援担当の追加」(Towerman, 2025)の方が、より望ましいことを主張する。
