グローバルなエネルギー危機における新興国のエネルギー外交戦略の解説

世界的なエネルギー危機とそれに対する各国の対応は、国際的なエネルギー・ガバナンスの地形が変化しつつあることを浮き彫りにしている。米国、中国、ロシアの対立の文脈において、BRICS諸国のような新興勢力は、二国間の影響力を行使したり、多国間協力を促進したりするようなエネルギー外交を展開してきた。既存の文献では、地政学的な関心が援助対象国の選定に影響を与えることが示唆されているが、緊急時のエネルギー外交に関する他の側面は未解明のままである。

本稿では、エネルギー転換における有望市場であるブラジルを事例として取り上げ、供給国が受け手の国に影響を与えることが可能かどうかを明らかにすることを目的とする。具体的には、中国(再生可能エネルギー)、インド(バイオ燃料)、ロシア(原子力)を比較対象として取り上げ、各国の研究開発(R&D)、製造、流通における相対的優位性を明らかにした上で、技術移転の類型、製造拠点、グローバル・サプライチェーンといった観点からエネルギー・ステートクラフトの多様な形態を分析する。

その結果、いずれの国も自国の弱点を補うために他国や国際機関との戦略的パートナーシップを通じて補完性を追求していることが明らかとなった。新興勢力による競争的なエネルギー外交は、グローバルな危機の中でエネルギー供給を加速させると同時に、既存の多国間枠組みを活用することで自国の信頼性向上にも努めている。
